The Romanian Committee for Artificial Intelligence (AIRomânia) is a new structre in the Romanian Government. It aims to bring together experts, businesses, and organizations from the country and internationally.

It will work with the President’s office to create policies for AI and will help use Romania’s talent and research resources. It will start organizing events for the AI community in Romania early in 2023.

Numeroși români au contribuit direct la progresele remarcabile ale tehnologiei din ultimele decenii. Țara noastră continuă să formeze specialiști cu recunoaștere la nivel mondial, dar continuăm să suferim de un puternic efect de brain drain. În ultimii ani, au fost derulate eforturi de a coagula și dezvolta comunitatea românească de IA din mediul privat și prin inițiative voluntare ale societății civile, cât și la nivel guvernamental.  Guvernul României, prin Ministerul Cercetării, Inovării și Digitalizării, împreună cu Administrația Prezidențială a României demareză un efort comun la nivel național pentru a recupera timpul pierdut și pentru a aduce România în prim planul domeniului. Un prim pas a fost detalierea unui set inițial de inițiative strategice în domeniul IA pentru România într-un memorandum aprobat de Guvernul României în 11 noiembrie 2022.

Romania's AI Strategy

Romania is among the last EU countries with no national AI strategy in place. In order to recover the existing gap, the Interinstitutional Commission for the Development of Romania’s AI Strategy was officially adopted by National Supreme Defense Councils’ Decision 148 / 27.09.2022.

The efforts to establish this Commission is currently led by the Presidential Administration of Romania, together with the Ministry of Research, Innovation and Digitization. It will coordinate the development of Romania’s AI strategy and its national-level action plan. It would leverage the significant progress achieved in the research project: Strategic framework for the adoption and use of innovative technologies in the public administration 2021-2027 – solutions for the efficiency of the activity, coordinated by the Authority for the Digitization of Romania together with the Technical University of Cluj Napoca.

AI Scientific and Ethics Council

A forum for internationally renowned specialists, Romanians from the country and from the diaspora, alongside top international experts. It will oversee decisions related to AI, ensuring scientific relevance and the alignment with international best practices of AI ethics. It will support an R&D agenda focused on strategic priorities for fundamental and applied research, taking into account relevant aspects related to responsible use of AI.

Council for Education in AI

Va propune o abordare unitară pentru dezvoltarea competențelor digitale în România, îndeosebi cele legate de IA, atât pentru mediul educațional universitare, cât și pre-universitar universitar și programe de învățare continuă. De asemenea, se vor dezvolta grupuri comune de lucru inter-ministeriale, precum MCID – Ministerul Educației, grupuri de lucru cu companii și organizații non guvernamentale relevante, în vederea dezvoltării de programe educaționale, programe de reskilling, upskilling ș.a.

Working groups

AIRomânia invites experts and organizations willing to initiate and lead working groups focused on the applicability of AI in key sectors. These groups can be self-organized: created and constantly updated, depending on the interest of Romanian society. They can be composed of representatives from state institutions, but predominantly of academic and private experts. Groups will be supported to organize recurring meetings and will address expertise topics to relevant representatives from the research, innovation, academic environment, providing recommendations regarding the development of research projects and technology transfer.
